Stafford got the runaround from his local DMV when he needed to register a car for his son. So he challenged the inefficiencies and absurdities of the bureaucracy by filing three lawsuits, investing countless hours (not to mention emotional energy), and spending an extra $1,000 to pay his bill in pennies.
